The
National Oceanic and Atmospheric Administration is proposing strong regulations
that would prohibit cruise ships from dumping waste of any kind in three
national marine sanctuaries off the California coast and prohibit the use of jetskis
throughout the Monterey Bay National Marine Sanctuary.
