Dear NMFS,

The Trump Administration recently issued a Proclamation and Executive Order that removes critical protections for marine national monuments, including allowing commercial fishing within the boundaries of the Pacific Islands Heritage Marine National Monument, threatening critical ecosystems and Indigenous waters. These actions prioritize commercial fishing interests over science-based conservation, risking overfishing, the decline of marine life populations, and the weakening of coastal communities and sustainable ocean management systems. In addition, the Antiquities Act protects cultural and natural resources on lands under federal control, and the President does not have the authority to shrink or reduce protections within designated monuments' boundaries. I urge you to take immediate action to protect our marine national monuments.

National monuments have long enjoyed bipartisan support, with 18 presidents using the Antiquities Act to protect the nation’s cultural, historical, and ecological treasures. Since then, over 160 monuments have been established or expanded, including five marine national monuments — four in the Pacific and one in the Atlantic — that protect some of the ocean’s most unique and vital ecosystems. These monuments protect invaluable natural and cultural spaces for future generations, bolster local economies, promote equity of access to nature, and help combat the existing climate and biodiversity crises.

Marine national monuments are especially important for protecting endangered species, including whales and sea turtles. They provide safe havens for vulnerable marine life to thrive and recover from environmental and human-induced stressors. They also aid in maintaining healthy ocean ecosystems, like coral reefs and seamounts.

Commercial fishing is not compatible with the goals of marine national monuments. Gear associated with commercial fishing can entangle marine animals, destroy coral reefs, and disrupt food webs, leading to lasting ecological harm. Data has shown that closures on commercial fishing in marine national monuments have had minimal economic impact on fisheries, proving that conservation and sustainable use are compatible if they are well managed. Maintaining these pristine ocean areas ensures healthier oceans, secures marine biodiversity, and creates climate change resilience — benefits that can never be regained if lost. Please take action to protect our marine national monuments from these unwarranted and illegal attacks by President Trump.
